The Wendale Davis Foundation, 1330 3rd St., is hosting its second annual basketball tournament?Tuesday and Wednesday?at Stonecreek Jr. High School, 8000 Akers Road.

The tournament will showcase the talented young people in our community. Games start at 8 a.m. Wednesday.

Admission is $3 per person.?If you bring a canned food item you will receive $1 off the price of admission.?Canned food donations will be used to benefit the community.

While the Fire is technically well within the realm of "Android tablet" (and a mighty fine tablet, for the price), it's not quite the tried-and-true vanilla Android experience you were looking for. Wait! Don't go requesting that return label just yet: if a gang of goodhearted hackers have their way, Amazon's wonderfully wallet-friendly tablet will be running the latest builds of straight-up Android (as in Ice Cream Sandwich) before too long. Samsung Wont Offer Andoid OS to Galaxy S Smartphone Users

?Samsung has announced that it wont be able to offer an OS upgrade to Android version 4.0 (Ice Cream Sandwich) for owners of the older Galaxy S smartphone due to a lack of RAM and ROM to run the new OS alongside TouchWiz and other "experience-enhancing" software.

The Galaxy S smartphone sold over 10 million units, leaving a large customer base without an upgrade path. The same problem also applies to owners of the Galazy Tab 7-inch tablet, the Verge website reported.

The Samsung Nexus S smartphone is receiving the OS upgrade, despite coming with a similar hardware profile as the Galaxy S. However, the Nexus S is a pure-Android phone and lacks the "enhancements" offered by Samsung with the Galaxy range.

London Tube Strike: Which Are the Affected Routes and What Are the Alternatives?

The 24-hour walkout by a section of London Underground drivers has started.

Here's a roundup of the routes where delays are expected and also the means of alternative transport.

Affected routes

1. Bakerloo line: Services will run only between Queen's Park and Paddington at a reduced frequency, starting at 09.30.

2. Central line: There will be limited services between Hainault and Ealing Broadway at a reduced frequency, starting at around 09.30. After 13.00, service will be operated between? Leytonstone and White City only. There will be no service on the rest of the line. Fairlop station will remain closed.

3. Circle line: No service will be running.

4. District line: No service through the central part or on the Richmond, Edgware Road and Olympia branches. A very limited service between Ealing Broadway and Acton Town from 08.30, and between West Ham and Upminster from 09.15. There is a shutdown on the Wimbledon branch. Upminster Bridge station will remain shut.

5. Hammersmith & City line: Services will run between Hammersmith and King's Cross St. Pancras only from 09.30, at a reduced frequency. No service would operate on other parts of the line.

6. Jubilee line: No service will run in the central area or at the eastern end of the line. Trains will run between Stanmore and Finchley Road at a reduced frequency from 08.30.

7. Metropolitan line: A very limited service will run from Baker Street to Harrow-on-the-Hill only from 09.30. No service will run on other parts of the line.

8. Northern line: No service in the central area or on the northern branches of the line. Trains will run between Morden and Stockwell only, at a reduced frequency from 10.00. There is a planned closure on the High Barnet branch.

9. Piccadilly: No service through the central area. A limited shuttle service will run between Acton Town and Heathrow, starting at 09.30. The service will only stop at Acton Town, Boston Manor, Hatton Cross and Heathrow Terminals 1,2,3.

10. Victoria: Services will run between Seven Sisters and Brixton at a reduced frequency, starting at around 09.00.

11. Waterloo & City: No service (the line does not operate on Bank Holidays).

Alternatives

Bus, DLR, Tramlink and some River services will all operate. Extra buses will be provided on many bus routes particularly in the central area.

1. District line: As there is a planned closure on the Wimbledon branch of the Underground, two replacement bus services will operate. Service A will serve all stations Wimbledon to Fulham Broadway. Service B will be from Wimbledon to Hammersmith calling at Putney Bridge.

2. Northern line: Replacement bus services will operate between Camden Town and High Barnet/Mill Hill East, with extensions to Euston/King's Cross.

On the?DLR replacement buses will operate between Bank/Tower Gateway and Poplar/West India Quay.

Cycling or walking may be practical and Barclays Cycle Hire will be in operation in central London.

River services between Westminster and Tower piers will now call additionally at Embankment pier and will accept valid Underground tickets subject to capacity at Tower and Embankment piers.

Washington: A Southern California based doctoral research university is launching its third global residency programme next month in India and has plans to add two more in the future.

"The Indian Economy and the Epicentre of Globalization" is a one-week residency in Mumbai from Jan 1 to 8 for University of California, Riverside School of Business Administration undergraduate students, graduate students and alumni.

It joins similar one-week residency programmes in England and China that were started the past two years, the university announced Tuesday. Future plans call for adding programmes in Russia and Brazil.

"The programmes expose students to emerging markets and give them global experience in an academic, business and cultural environment," said Sean Jasso, who organizes the trips and is a lecturer of management at the School of Business Administration.

The programmes started in spring 2010 with a weeklong residency at the University of Oxford in England. In 2011, students returned to Oxford and added Guangzhou and Shenzhen, China in June of that year.

In 2012, students will return to those two countries and travel to India from Jan 1 to 8. The past trips and the upcoming trip to India have drawn about 80 students.

The residency in India will explore the strategic issues that US and foreign multinationals face when doing business in India. Lecture topics include India as a transitional economy, Mumbai's economy, financing in India, culture and leadership in India and India's future economic growth.

Participants will visit Tata Consultancy Service; L&T Infotech, a global IT services and solutions provider; the US Chamber of Commerce; and the National Stock Exchange.

Lugar fears sale of North Korean nuclear materials (AP)

WASHINGTON ? The top Republican on the Senate Foreign Relations Committee says he fears that someone in North Korea might try to sell that country's nuclear materials or nuclear weapons.

Sen. Richard Lugar of Indiana says his worst fear is that something might happen to North Korea's nuclear material or nuclear weapons and that some in the North might try to sell them to others because of the country's economic crisis.

Appearing Sunday on CNN's "State of the Union," Lugar said the United States must track what happens to this material.

The senator said the Chinese must determine whether to treat North Korea as a province of China. He said China is concerned that North Koreans could start crossing the border and drain Chinese resources.

Sudanese army kills leader of Darfur rebel group

KHARTOUM, Sudan (AP) ? Sudanese troops killed Khalil Ibrahim, the leader of the main Darfur rebel group, in fighting early Sunday west of the capital Khartoum, the military said.

Ibrahim led the Darfur-based Justice and Equality Movement, or JEM, which unlike other Darfur rebel groups did not join a peace deal with the government in Khartoum.

An army statement, carried by the official SUNA news agency, said Ibrahim was killed in the North Kordufan state, at Wad Banda, an area 440 miles (700 kilometers) west of Khartoum. Ibrahim's group, JEM, could not immediately be reached for comment.

Fighting in the area flared up in the past days. On Saturday, the Sudanese army said the rebels from Darfur attacked three locations in neighboring North Kordufan, killing an unspecified number of civilians in an area where government forces were not present. JEM did not claim responsibility for Saturday's attack, but in 2008, it was behind a large-scale attack on the capital.

The military responded on Sunday, killing Ibrahim with a group of associates as the rebels where retreating toward South Sudan, which in July seceded from Sudan and became the world's youngest country.

Ibrahim was believed to have been until recently in Libya, where he enjoyed support of Moammar Gadhafi until the death of the Libyan dictator at the hands of the country's revolutionaries.

"The army cut all paths for the group as it was retreating and trying to cross into South Sudan to reorganize it forces," said Sudanese army spokesman Col. Khalid al-Sawarmy Saad. "Our gallant armed forces were able to kill rebel Khalil Ibrahim along with some of his associates."

"The armed forces laid a long chase and were able to impose an effective and complete siege against the remnants of Khalil Ibrahim's forces," said the military spokesman.

He commended the residents of Wad Banda who he said "gave the ultimate example of patriotism" in the face of "bad treatment they received from the rebel forces. "

Ibrahim's death is likely to be a significant blow to JEM. Darfur has been in turmoil since 2003, when ethnic African rebels accusing the Arab-dominated Sudanese government of discrimination took up arms against it.

The Khartoum government is accused of retaliating by unleashing Arab militias on civilians ? a charge the government denies. The U.N. estimates 300,000 people have died and 2.7 million have been displaced in the conflict.

Ismail el-Haj Musa, Sudanese deputy speaker of the council of states, told the pan-Arab Al Jazeera TV that Ibrahim re-entered Sudan sometime after Gadhafi's death and was en route south.

"He completely refused to come to the negotiating table, he never joined the peace talks," Musa said. "He committed acts against the state."

With US gone, Iraq's Maliki is setting the board for a power grab

Iraq's Shiite Prime Minister Nouri al-Maliki has wasted little time since the US departure, with politically motivated terrorism charges against his Sunni vice president and moves to oust other opponents from the government.

Iraq is in political crisis, less than a week after the formal end of direct US involvement in the war there. Prime Minister Nouri al-Maliki has brought terrorism charges against Sunni Vice President Tareq al-Hashemi, is moving to oust Sunni Deputy Prime Minister Saleh Mutlaq from his position, and has threatened to take away the nine cabinet seats held by the largely Sunni Iraqiyya bloc and replace them with members of his own Shiite governing coalition.

Mr. Hashemi, a Sunni Islamist who heads the Iraqi Islamic Party, is a member of the Iraqiyya bloc, and had a number of close family members murdered during Iraq's civil war. Hashemi had some ties to Iraq's insurgency during the worst of the fighting (when former Monitor reporter Jill Carroll was released by her Sunni kidnappers in 2006, she was dropped off in front of his office) but has worked as much as any on his side of the fence to forge sectarian reconciliation in the years since.?

But now he has fled to Kurdistan, where he's being shielded from his arrest warrant. In a televised news conference today, Mr. Maliki threatened the Kurdish north with "problems" if they don't hand over Hashemi.

Iraqiyya's legislators have walked out of parliament while the group attempts to hang on to its cabinet seats, which are the valves of political patronage in the new Iraq. While Maliki's threat to simply appoint his own ministers is unconstitutional, the Constitution has been increasingly ignored when inconvenient.

With Iraqiyya being politically hounded, a return to open civil war in Iraq is a real possibility. The group effectively represents Sunni interests in the country. Sunni voters turned out enthusiastically in 2010 after past electoral boycotts, and the group was in effect an experiment in whether they could gain a real political voice in the country through the ballot box. The failure of that experiment will send a worrying message.

How did we get here? Last year, Maliki and fellow Shiite politicians deftly outmaneuvered Iraqiyya to hold on to power after elections. The new prime minister assured his erstwhile American benefactors and Iraq's Sunni Arabs that power sharing arrangements would be found to mollify fears that a new tyranny of the majority was emerging in Iraq. That's one reason three "vice president" posts were created, including the one Hashemi now holds.

Sure, Iraqiyya had won a plurality of seats in the new parliament and so by rights should have been allowed to form Iraq's government. But Maliki had simply cobbled together a stronger coalition, all part of the democratic game. Fears that Shiite Islamists will lord it over Iraq's Sunni Arab minority (about 40 percent of the population)? Don't worry, Maliki said. I'm creating a super-committee to share power to give Iyad Allawi (the former Baathist who leads Iraqiyya) a meaningful seat at the table.

The powerful defense and interior ministries? Maliki said: Don't worry, we'll set those aside for now but I'm sure a reasonable compromise will be worked out to place respected figures in those posts who will quell concerns they're being transformed into tools of political oppression.

Jason Miller agrees with Dana White about his performanceAfter Jason "Mayhem" Miller lost to Michael Bisping at "The Ultimate Fighter" season 14 finale earlier this month, he took a verbal beating from UFC president Dana White. He called it the worst stand-up and the most lopsided fight he has ever seen.

A disappointed Miller is now training in Holland, and responded to White's comments on his own website.

Dana White was right. He made some disparaging comments about my performance, and I agree with him. I displayed the worst of everything that night in the octagon. I was tense in round one and I locked up after that. I didn't perform to my potential, and I take full responsibility for it. That wasn't a UFC caliber performance, and I'm not happy about it.

After reading about Antonio Rodrigo Nogueira blame his loss on referee Herb Dean, it's refreshing to hear Miller take such responsibility for his loss. He also said that he is taking this loss as a challenge, and ended it with a little bit of an inspirational speech.

My challenge to you, and myself, is to continue to press on and make the most of your adventure here on earth. At the end of your life you want to be sure that you've made your best effort to make a collection of epic stories. Some sorrowful ones, some happy ones and some downright amazing, but the challenge for you is to find and make the most of each of these adventures.

That was the exact inspiration I needed to go finish my Christmas shopping.

'The Girl With The Dragon Tattoo': The Reviews Are In!

Critics are praising David Fincher's direction and Rooney Mara's performance.

The year's most anticipated movie about ritualized serial killing, "The Girl With the Dragon Tattoo," finally hits theaters Tuesday (December 20), and critics have applauded both director David Fincher for bringing his signature style and Rooney Mara's performance.

This is the second time we're seeing a big-screen adaptation of the über-popular Stieg Larsson novel, and opinions vary on whether the latest version brings much that's new to the battle.

Sri Lanka thanks China for civil war help

Sri Lanka on Tuesday said it was "true friends" with China due to military assistance provided during the island's bloody civil war, underlining growing links with Beijing.

China's influence in Sri Lanka, Pakistan, Nepal and other surrounding countries is a sensitive subject with neighbouring India, which itself has emerged as a strong regional player in Asia as its economy has boomed.

Army chief Lieutenant General Jagath Jayasuriya thanked China for its "unfailing support" in helping to train the Sri Lankan army, which wiped out the Tamil Tiger rebels in a brutal offensive in 2009 after decades of war.

Jayasuriya told visiting Chinese General Ma Xiaotian "how the nation, as the war was on, looked at the true friends of Sri Lanka with a deep sense of pride and appreciation", the army said on its website.

China was a key supplier of arms and aircraft during Sri Lanka's conflict with the separatist Tamil Tiger rebels, who in 2006 controlled up to one-third of the island.

China is also actively involved in funding infrastructure projects in Sri Lanka through loans to build railways, roads, a cargo terminal and an airport in the island.

India traditionally considers itself Sri Lanka's closest ally and it enjoys close ethnic and cultural ties with the island.

Officials in New Delhi were not immediately available to respond to Jayasuriya's comments.

WTC First Responders More Likely to Have Asthma: Study (HealthDay)

FRIDAY, Dec. 16 (HealthDay News) -- First responders at the World Trade Center attack suffer asthma at more than double the rate of the general U.S. population, new research shows.

According to a study published online Dec. 8 in the American Journal of Industrial Medicine, researchers found this increased prevalence of asthma appears to be the result of their exposure to the toxic dust created when the towers collapsed.

"This is the first study to directly quantify the magnitude of asthma among WTC responders," study first author Dr. Hyun Kim, an epidemiologist and assistant professor of population health at the North Shore-LIJ Health System and the Hofstra North Shore-LIJ School of Medicine, said in a news release from North Shore. "This epidemic of asthma among WTC responders started right after the 9/11 disaster, and we are still observing elevated rates of asthma in this population. It is critical to keep monitoring responders' health and provide proper treatment."

Researchers compared medical information compiled on almost 21,000 responders from 2002 to 2007 with national health survey data over the same time period. They found 86 percent of WTC responders, including police officers, construction workers and transportation workers, were men who worked an average of 80 days at the WTC site.

The study revealed that 6.3 percent of WTC first responders reported asthma symptoms or attacks in the prior 12 months, compared to just 3.7 percent of the general U.S. population. Although rates of asthma were stable for the general population, there was a surge in 12-month asthma rates among WTC responders from 2000 to 2005.

When researchers also included the year before the attacks, 12-month asthma rates were 40 times higher among first responders. When considering 2002 to 2005, researchers found the 12-month asthma rate doubled among WTC workers.

"The results show that WTC responders have higher rates of asthma than the general population," Dr. Jacqueline Moline, vice president and chair of the department of population health at North Shore-LIJ Health System and the Hofstra North Shore-LIJ School of Medicine, and director of the Queens WTC Clinical Center of Excellence at Long Island Jewish Medical Center/Queens College, said in a news release. "This reinforces the fact that continued surveillance is critical to avoid permanent lung damage and other irreversible illnesses among the WTC responder population."

Tiny Biocomputers Move Closer to Reality

Researchers in nanomedicine have long dreamed of an age when molecular-scale computing devices could be embedded in our bodies to monitor health and treat diseases before they progress. The advantage of such computers, which would be made of biological materials, would lie in their ability to speak the biochemical language of life.

Several research groups have recently reported progress in this field. A team at the California Institute of Technology, writing in the journal Science, made use of DNA nanostructures called seesaw gates to construct logic circuits analogous to those used in microprocessors. Just as silicon-based components use electric current to represent 1?s and 0?s, bio-based circuits use concentrations of DNA molecules in a test tube. When new DNA strands are added to the test tube as ?input,? the solution undergoes a cascade of chemical interactions to release different DNA strands as ?output.? In theory, the input could be a molecular indicator of a disease, and the output could be an appropriate therapeutic molecule. A common problem in constructing a computer in a test tube is that it is hard to control which interactions among molecules occur. The brilliance of the seesaw gate is that a particular gate responds only to particular input DNA strands.

In a subsequent Nature paper, the Caltech researchers showed off the power of their technique by building a DNA-based circuit that could play a simple memory game. A circuit with memory could, if integrated into living cells, recognize and treat complex diseases based on a series of biological clues.

This circuitry has not been integrated into living tissue, however, in part because its ability to communicate with cells is limited. Zhen Xie of the Massachusetts Institute of Technology and his collaborators have recently made progress on this front. As they reported in Science, they designed an RNA-based circuit that was simpler but could still distinguish modified cancer cells from noncancerous cells and, more important, trigger the cancer cells to self-destruct.

Both techniques have been used only in artificial scenarios. Yet the advances in DNA-based circuits offer a new, powerful platform to potentially realize researchers? long-held biocomputing dreams.

Switched On: Keeping the 'app' out of Apple's TV

Each week Ross Rubin contributes Switched On, a column about consumer technology.

Rumors continue to heat up that Apple will enter the television market next year, stepping up its Apple TV "hobby" into a greater revenue-generating vocation. The company would clearly like to repeat the kind of rousing success it has seen in smartphones. There, it entered a market at least as crowded and competitive as that for televisions whereas most of its Windows rivals have barely been able to eke out a few models with nominal share..

Indeed, the challenge is not as much about competition as commoditization. At first glance, this would be a curious time for Apple to enter the TV space. The HD and flat-panel transitions on which premium manufacturer brands and retailers once feasted has long passed. "Flat-panel TV" and "HDTV" are now just "TV." And prices for smaller sets are settling into a range familiar to those who remember what they cost back in the heyday of CRTs.

What's different, though, is that the state of the smart TV market looks strikingly like the smartphone market did before Apple's entrance. The market essentially has "feature TVs" that present a few popular canned services (YouTube, Netflix, Hulu, Pandora, etc.) and "smart TVs" that are a fractured mixture of homegrown offerings (from companies such as Panasonic, Samsung, LG and Toshiba) and an experience-challenged licensed OS (Android from Sony and Vizio).

The company has clung to the idea of TV as a passive experience.

Lawmaker calls for FTC probe into Carrier IQ (Reuters)

WASHINGTON (Reuters) ? U.S. Representative Edward Markey on Friday asked the Federal Trade Commission to investigate whether software maker Carrier IQ violated millions of mobile phone users' privacy rights.

Carrier IQ makes software that companies including AT&T Inc and Sprint Nextel install in mobile devices. It runs in the background, transmitting data that the software maker says its customer companies use to better understand their devices and networks, which allows them to improve their services.

Carrier IQ came under fire following reports that its software collects and transmits potentially sensitive data about the phone users.

"Consumers and families need to understand who is siphoning off and storing their personal information every time they use their smart phone," Markey said in a statement.

Hacking expert Trevor Eckhart this week released a 17-minute YouTube video showing software tracking when he turns his HTC smartphone - powered by Google Inc's Android operating system - on and off, punches numbers to make a call and writes a text message.

In a letter to FTC Chairman Jon Leibowitz, Markey asked the agency to investigate this under its mandate to protect consumers from unfair or deceptive acts or practices.

Senator Al Franken on Thursday sent a letter to Carrier IQ, asking for details on the types of data its software collects and what it does with that information.

The company said in a statement on Thursday that its software collects data needed to diagnose network and device problems, but does not record, store or transmit the contents of text messages, email, photographs, audio or video.

"Our software makes your phone better by delivering intelligence on the performance of mobile devices and networks to help (mobile) operators provide optimal service efficiency," the company statement said.

Carrier IQ has denied accusations of wiretap law violations and allegations that its software tracks keystrokes made on mobile devices.

The company could not immediately be reached for comment on Friday.

Research In Motion said it does not install or authorize its carrier partners to install Carrier IQ's software on its BlackBerry smartphones. Nokia also said its phones do not use the software.

Apple Inc said that some devices, including iPhones, that run on its iOS 4 operating system use the Carrier IQ software, but that it does not work with the newer iOS 5.

An FTC spokeswoman said the agency had received Markey's letter but had no further comment.

As Putin plans to stay, many Russians want out

(AP) ? Natalia Lepleiskaya is just the sort of person today's Russia needs ? a successful young IT manager who does charity work in her free time.

But frustrated by what she describes as the corruption and stagnation around her, she and her husband are packing their bags to start a new life in Canada.

"I don't see how I can change things ... and I don't want to waste my youth on it," said the 29-year-old, who moved to Moscow from a provincial city several years ago and rose to a senior position at a top technological company.

As Vladimir Putin's party prepares to dominate weekend parliamentary elections in a prelude to his planned return to the presidency in spring, an increasing number of Russians are contemplating leaving their homeland in search of a brighter future abroad. A March presidential election victory for Putin ? all but taken for granted ? raises the prospect of his being in the top job for 12 years.

Disenchantment with life in Russia was growing even before Prime Minister Putin and President Dmitry Medvedev agreed in September to swap jobs,

In a May poll by the respected Levada Center, 22 percent of respondents said they wanted to move abroad for good, compared to 13 percent in April 2009. The poll among 1,600 Russian adults across the country had a margin of error of 3.4 percentage points.

Emigration statistics are hard to come by because few of those who leave for lengthy periods renounce Russian citizenship, while getting foreign residency may take years.

But demographer Mikhail Denisenko at the Higher School of Economics in Moscow estimates that at least a half million Russians moved abroad in 2002-2009 and more are on the way in what he describes as the fifth wave of emigration since the beginning of the 20th century.

"The level of frustration is higher ... it's a feeling of discomfort, an aversion to life in Russia," said Lev Gudkov, the head of the Levada Center.

"The prospect of another 12 years of stagnation or even a worsening of the situation is frightening them and they are beginning to think about moving to a different country or at least providing a future for their children" abroad.

Numerous recent websites and blogs offer advice on how to emigrate. One of them, "Time to Shove Off," offers commentaries and videos exposing alleged crime and corruption among top Russian officials. "Yet another governor buys himself yet another Mercedes for 7 million rubles ($233,000 or euro175,000)," reads one posting. "Corruption as a lifestyle," a headline says.

"The news that Putin is staying has spoiled people's mood and this talk (of emigration) started resonating more," said Anton Nossik, a popular blogger and Internet expert, who holds seminars on emigration.

The democratic reforms ushered in by the 1991 Soviet collapse generated hope that Russia could finally become a free and progressive nation. But Putin's 11 years in power, first as president and now as prime minister, have left many people disillusioned and gloomy about the future.

While an expanding economy has boosted living standards for many, corruption has become systemic and political competition has virtually disappeared. On a more day-to-day level, many Russians complain that education and health care continue to lag far behind. The draft-based army is plagued by vicious hazing, leaving many parents fearful for their sons. Few have faith that they can count on either the police or the courts to protect them or their property.

Russian emigration is by no means a new phenomenon. The 20th century alone witnessed waves of emigration, beginning with those who fled after the 1917 Bolshevik Revolution and during World War II. Over 290,000 Jews emigrated from the Soviet Union 1971 to 1988, and up to 1.6 million people left Russia in 1989-2002 as the Soviet Union disintegrated, according to demographers.

Today's departures are not nearly as traumatic as during the Soviet era, when would-be emigres spent years fighting to be allowed to leave, often losing jobs and friends in the process ? then bade farewell to their families forever, certain they would never return.

But the decision to leave Russia is still often painful. Many emigres leave behind elderly parents, a familiar culture and the ability to communicate in their native tongue.

Fifteen years ago, a teenage Lepleiskaya branded her cousin a traitor for moving to the United States rather than staying and working to change life in Russia for the better. As an adult, along with building a successful career, she volunteered at an orphanage and collected money and clothes for those in need.

In the early 2000s, she voted for Putin and his party, but as the years went by she became increasingly angered by what is happening in the country. Social inequality has worsened, corruption runs amok, opposition protests are violently dispersed and the television news often resembles Soviet propaganda.

"There came a moment when I stopped caring ... nothing will change substantially," Lepleiskaya said.

She said the final straw was when a singer she knew spent 10 days in jail in a southern Russian city after performing a song critical of the police. She came to the conclusion that citizens have no power to hold the government accountable or push for change, either through competitive elections or street protests.

"Have you seen what those protests look like? It's 50 people and 150 riot police and these young men and women are dragged into those detention trucks," Lepleiskaya said.

She realizes that Russia's emerging market provides opportunities for high profits and quick career advancement in some spheres, but she doesn't trust the government to protect her savings against inflation and economic turmoil. Her father, a college instructor for 40 years, recently retired and receives a pension equivalent to $270 (euro200) per month.

"I don't want to sit on top of a tinderbox. I would rather build my career slowly, step by step, work and know that eventually when I am 60 the government will not let me down," she said.

She and her husband, Alexander, a 27-year-old IT specialist are set to receive their Canadian entry visas in the coming days and plan to fly to Montreal in the spring. Lepleiskaya now has to vaccinate her cat, who has the French name Xavier, sell off their belongings and begin saying goodbye to loved ones.

They have never even visited Canada and know it will take a while to find jobs as interesting and well-paid as those they are leaving behind in Moscow, but they are looking to the future with hope for a better life for themselves and their children.

Denisenko, the demographer, said the departure of enterprising, educated Russians bodes ill for the country.

"Compensating for them will be hard," he said. "Russia would be better off if they stayed."

Republican presidential candidate Herman Cain is keeping supporters in suspense ahead of his expected announcement Saturday about whether he will quit the race in after a string of sexual harassment allegations and a claim of an extramarital affair.

The Georgia businessman planned to announce his decision at what was supposed to be a festive opening of a new headquarters in Atlanta. The space was rented when Cain sat surprisingly atop the GOP pack.

With the candidate's poll numbers plummeting and fundraising stalled, some campaign aides said privately they expected him to drop out. But Cain spokesman J.D. Gordon said late Friday that no decision had been made.

A meeting with top staff members was expected early Saturday.

Cain returned to his suburban Atlanta home Friday and met with his wife, Gloria. It was the first time they have seen each other face to face since 46-year-old Ginger White came forward on Monday, and said she and Herman Cain had carried on a 13-year relationship.

Cain has denied having an affair with White. He said the concern over the toll the allegations were having on his family as well as a candid assessment of whether his campaign could still attract the needed support would inform his decision on whether to press ahead.

Campaign volunteers were keeping busy Friday night, tacking up signs at his headquarters. A contingent of Secret Service agents inspected the site in advance of Cain's arrival.

"We are moving ahead," said Cain's Georgia director David McCleary, who said he had talked to the candidate earlier in the day and describe him as "upbeat."

Cain, the former Godfather's Pizza chief executive who has never held elected office, rose to become an unexpected front-runner in the volatile Republican race just weeks ago. A self-styled outsider, Cain enjoyed strong tea party support from conservatives who viewed him as an alternative to former Massachusetts Gov. Mitt Romney.

But once in the national spotlight, Cain fumbled policy questions, leaving some to wonder whether he was ready for the presidency. Then it was revealed at the end of October that the National Restaurant Association had paid settlements to two women who claimed Cain sexually harassed them while he was president of the organization.

A third woman told The Associated Press that Cain made inappropriate sexual advances but that she didn't file a complaint. A fourth woman also stepped forward to accuse Cain of groping her in a car in 1997.

Cain has denied wrongdoing in all cases.

Polls suggest his popularity has suffered. A Des Moines Register poll released Friday showed Cain's support plunging, with backing from 8 percent of Republican caucus-goers in Iowa, compared with 23 percent a month ago.

Fundraising has also fallen off. He issued an email appeal to supporters on Friday asking for donations, in an attempt to gauge whether his financial support has dried up.

"I need to know that you are behind me 100 percent," Cain told backers. "In today's political environment, the only way we can gauge true support is by the willingness of our supporters to invest in this effort."

On Friday, Cain urged backers in South Carolina to look past the allegations.

"There's a lot of garbage on the Internet. There's a lot of garbage out there on the TV. There's a lot of garbage out there about me, don't you know? There's a lot of misinformation out there. You have to stay informed and check out the facts for yourself," Cain said.

He added: "I'm on this journey for a reason. I don't look back."
